Further along that thought, as there are always going to be complainers, perhaps there is a way to introduce "instance blocklists" that individual users can simply subscribe to (or not) when they join.

Then no reason for anyone to whine about fascist instances or whatever as they can simply block them on their own.

The fedi should support independence, not dependencies on authority.
