Personally I think minors should have e2ee simply because they're more vulnerable and less wise about keeping their mouths shut and their personal info to themselves. National ID is fine if it's required for obtaining social services or voting, but the amount of personal info the government has about citizens should be kept strictly to the absolute minimum, and preferably along the lines of zero-knowledge-proofs so that it can be used to verify someone's identity when they explicitly consent without actually providing direct access to said info.
