But that means they don't trust words. They will never believe things you say to them just because you said them. They will always need some "proof", even when they have no way of actually understanding and verifying the proof. Anything that has a real cost is needed, because words alone are cheap to them.

This is also why they will sometimes go into a series of meaningless reorganizations and changes. They are not attacking you. They are trying to communicate the only way they know.
