One thing about management you have to understand is that the higher they are, the more politically minded they have to be to do their jobs, and that means they don't understand the concept of independently verifiable truth, or interpersonal trust. They only understand trust in authorities. Anyways, that means that they will always say whatever is the most convenient for them at the moment, and don't even consider it lying. It's just something obvious that anyone smart would do.
