@Dagnar @sickburnbro @RichardKuklinskisIcyGlare Auron McIntyre made the point that when central power recedes then something will flow in to replace it, if it's not legitimate power then it will be (like in the post-Soviet Union) criminals. There, unfortunately, won't be a "Mad Max" gap in power assertion. I have a scheme in my mind for my area for legitimate power assertion, but my area is lightly populated and homogenous; more urban areas probably won't get a choice in the matter.
