Either way, there's really not much of a procedural difference between fascist and non-fascist regimes. Parliaments, Ministers, and Courts still exist. The difference is largely political or substantively legal.

I'm at heart a procedure guy. Don't get me started on jurisdiction or the long history of the conflict of laws doctrines.
