C. Lambeth@HistoPol @AxiosNews Dear #Republicans, #Tariffs must be consistent over years & across administrations to be effective. Trump sometimes changes tariff percentages on a daily basis. No country or company is going to start building manufacturing plants anywhere until they know what they can expect, not just next week, or next month, or next year, but next decade. Building a manufacturing facility takes years to build and twice as many (at a minimum) to break even. #Trump understands none of this.
