Alinsky's 13th rule is to personalize the opponent. Pick a guy, lock on. The reason for that rule is that it's easier to hate a specific person than an abstract entity.
So you are a specific person, say the monarch of the Netherlands or Soros or Kissinger or whoever; you don't think of yourself as disposable. So you delegate and you push the unpopular shit through your abstract entities. You give an entity a face, and then when people are mad at the face, you toss it and put another one in. Maybe you discard the whole entity and replace it with another one.
