    So, first off, it looks like that building might have a lot of metal in it. This will detune any antenna.

    Second, using a railing as a ground plane for a 1/4 wave vertical will not work well. When a vertical is elevated off the ground, its radial system must be tuned. 1/4 wave radials are a good place to start.
