scott adams had an episode some years ago asking about the one person one vote concept. legally its 1=1, but in practice some people control others. being rich enough to buy more ads or being a famous actor to just command followers to do stuff, now one person controls a thousand votes, and so on.
its kind of hard to solve the problem in a 'correct' way. there are ham fisted ways that amount to immediate use of force, but you can't use those while also keeping a straight face about being a rule of law country. (rule of law has arguably failed in all countries, admittedly.)
