My definition is I can arbitrarily or logically or selfishly or altruistically or whatever else... decide anything. I can deliberate, or I can do it on a whim. I couldn't written this reply, or ignored it, or gone completely out of character and told you to fuck off. (That's not some sneaky or subtext way to say eff off! ❤️)
Any of those options were mine to make.
I can even make decisions that are in direct opposition to my needs if I wanted, such as electing not to eat.
