That's not what the decision said though. Trump's emergency appeal was about the district judge being able to ex parte dictate specific payments from usaid, not to them. To be clear, congress doesn't decide what usaid funds, they never voted to fund trans opras or gay comic books, they just voted to give an executive agency a budget and said "do things in the US national interest with this" the executive then has to determine what is in the 'national interest'. Which is why trump paused all funding for 90 days, to review programs and decide what was and wasn't.
This scotus case was exclusively about whether the elected executive, or 700 appointed district judges is in charge of determining what specific grants and programs usaid should fund.
