@kylegospo @gregandcin @jorge Thank you for that insight, I appreciate it! The logic makes total sense. I'm just confused why the performance gap is so extreme with CP2077, and much less so with most other games.

I might actually try to get in touch with CD Projekt Red and ask them about it, too. I'm fascinated by this. There's a really interesting story here.
