I thought everybody knew phones don't really turn off, but I keep hear people online countering good protest security advice with "just turn it off".
"Off" is best described as a low-power state, even for Android. The radio (which has a built-in CPU) isn't disconnected from the battery.
What should you do with your phone if you're protesting or whatever? Leave it at home; or put it in a tested Faraday bag if you take it with you.
