Rose@inscius It always does. The lack of incentives creates a black hole that crushes countries. Then it's hard to get rid of the bad eggs once it becomes a lifestyle. You can't just throw people out on the streets. More taxes don't help because it grows, and more housing doesn't work, either. Many have no respect for property.
