Historically in China universities and their analogues have been the hotbeds of rebellion and revolution. The Chinese government is *acutely* aware of this and monitors schools very thoroughly to head off problems before they begin.

In the USA schools are so much part of the system that they quietly and meekly acquiesce to the government so there's no real need for oversight.
