Ok so I'm watching the vid and even tho the proposition could work it's just yet another short term solution.
Spreading basalt in the oceans by nuking the earths crust is really :brain_galaxy:
Instead of nuking fishes, mine that basalt an put it on crop lands, stop growing retarded crops like corn for fuel and instead use switchgrass and similar, that would also solve the dirt plowing which released carbon each time time you do it as switchgrass doesn't require you to do that. Actually no farming method requires plowing etc....
All the solutions are there and have been proven to work.
