The parts of CA, OR, and WA east of the Sierra & Cascades should stay with the US.

There is probably a better way to handle MN. Maybe a small slice vertically to Minneapolis / St Paul.

Plus I might slice a bit to the north as well. Give the oil fields & other areas in Canada to the US. Keep the far northern indigenous people and Quebec in Canada.
