But I think (at least in the US for comparison) there is severe distrust of the regulating authorities for programs like this (e.g. ATF) because if you give them an inch they take a mile. They also can't come to consistent definitions on anything (see: SBRs).
My opinions on this have morphed over the years from "We should have a well regulated gun program in the US with sufficient background checks, certifications, courses, etc. to validate a prospective owner's sanity and abilities scaling upwards with the destructive capability of the firearm" to "Nothing in this country is well regulated and it isn't getting better, so remove all restrictions so I can have my fun rooty tooty shooty sticks, and summarily execute anyone who misuses that responsibility".
Perhaps other countries are run better and can implement sane and fair programs like that. But certainly not here. That ship has sailed.
