The fact that such a failure of judgment happened to begin with allows for such broad, non-specific statements to be made. Obviously if a school has a lot of poor academic results, as an example, the broad sweeping generalization could be made that there is something wrong with how that education is facilitated, that there may not be proper teachers at the helm.
