@bobjonkman indeed. Hard to know these days, esp if new. But being from a thrift store I assume it's likely been years, maybe decades since it was made, and it had a life with someone already. Possibly made before low-cost CNCs arrived.
Also a high probability those sorts of crafts were carved by poor artisans somewhere in South Asia or Africa to earn income from tourists, maybe with templates/pantograph as you say, but maybe just slogging away repetitively. @intothewestaway
