If everyone at least drove cars more appropriately sized for their actual needs ("I NeEd A bIg SuV to fEeL sAfE!" doesn't count), I bet even just that change would reduce traffic, and smaller cars putting out less exhaust AND idling in traffic less...
I'm not backing this with a bunch of research, just a hypothesis based on the bit of knowledge I already have, but I think that would help things already.
Not enough, but every bit is better than nothing.
