That was actually a clever misinformation campaign. What happened was they changed how withholding was calculated so at the end of the year people would not overpay as much. Then when their refunds were smaller people didn't understand why (or lied) and claimed orange man increased taxes. A lot of people are too stupid to look at the bottom line effective tax rate.
