State policies (nothing to do with Joe Biden) are responsible for the vast majority of incarcerations. The massive increase in incarceration rates started in 1970 with Nixon's "War on Drugs" and pushes in states primarily across rhe South as a backlash to Civil Rights successes of the late 60's.
