Well "retarded" was originally a medical term that did refer to IQ (same with "moron" and "idiot" which represented different degrees of competencies). So I still think of it that way.

He's certainly very socially awkward. Talks a million miles an hour. Doesn't pick up on social cues. ADHD. Probably has Aspergers. If that's what you mean, then yes.
