@garrett Register an AS and get an IP allocation. Then you find a Tier 1 or Tier 2 transit provider that isn't one of these consumer ISPs to pull fiber to you, and you advertise your address space via BGP to them and you'll get internet access bypassing these badly behaving ISPs
