The more dysfunctional the country is, the less mature and democratic the society is, the more likely the leadership will have the wrong motives to be there, the fewer years the leadership should be in place to prevent tyrannical consolidation of power. The more mature and democratic the society is, the less crucial the leader becomes and the higher maximum number of years it can stay there.
