Polymyxin B (one of the antibiotics in Neosporin) is very toxic to kidneys and ears and cats are so small it wouldn't take much to hurt them. It's obviously a small area, so maybe iodine or saline wash and regular petroleum jelly if you can't cover it. Growing up we used peroxide for puncture wounds, but that's not recommended due to tissue damage. If it seems infected, it might be worth peroxide rinse either way, but I'm no vet.
