Jorge StolfiI would even argue that the Legislature should never make a law or decision that is specific to a person, group, or company. To get the effect you mention, it would have to make a law that applies to anyone who meets very broad conditions. Like cancelling the sentence of *everyone* who has been convicted of (say) only marijuana possession, or copyright, or buying a gun while using drugs, or... Or of *every* police officer who killed someone while trying to rob a bank...
