    Should Biden pardon Luigi Mangione?

Yeah, sure he is a cold-blooded murderer. But when Trump pardoned at least six cold-blooded murderers, the Right approved, and the Left just tsk-tsked, shrugged, and carried on...

If the institution of Presidential Pardon is not used to protect vile criminals from justice, what is it there for?

      Surely you jest.

There are parameters under which pardons are granted for one.

No way Mangione is a candidate.

I would even argue that the Legislature should never make a law or decision that is specific to a person, group, or company. To get the effect you mention, it would have to make a law that applies to anyone who meets very broad conditions. Like cancelling the sentence of *everyone* who has been convicted of (say) only marijuana possession, or copyright, or buying a gun while using drugs, or... Or of *every* police officer who killed someone while trying to rob a bank...

Nobody should be pardoned. I'd argue not even an innocent person should be pardoned, and much less a cold-blooded murderer. Powers are partitioned for a reason, and pardoning breaks that partitioning. An innocent person should be set free by the judiciary, not the executive. A guilty person should only be set free by the legislative. The executive should also not be able to make laws.
