They weren’t, because the mistake you’re making is to look at nominal GDP while ignoring the massive difference in income inequality between Russia and other countries. So yes, an average Russian citizen statistically earned more than an average Pole or Ukrainian, except he never saw it, because the money was actually going for the castles of Putin, Shoigu and other oligarchs.
