It is if you accept the user clicking where the computer tells them to as part of the language!

But for any practical purposes: No it is not.

Whether this means HTML isn't a programming language... Depends on definitions!
As far as I'm concerned most of those saying it isn't are doing so to dismiss HTML, & the important skills it represents!
