Extreme wealth inequality severely impedes social mobility so that the members of the current ruling elite are not drawn from the best and brightest of society (who are scattered more or less randomly throughout) but limited to those already born into wealth and privilege. The leadership class, incapacitated by the incompetence and ineptness of its members, is unable to deal effectively with these sorts of challenges, inevitably making things worse
