Theres a womens prison in Colfax, iowa. The state uses them as slave labor "work release" mostly janitor staff. When i worked for the national guard the state hq had them all over the main levels. They were usually meth heads doing time for financial crimes etc (checks were a thing then) they would throw themselves at you trying to line up a place in a few months. You might be on to something here!
