Since you didn't specify, i'll assume stealing to not starve. That is indeed not a mental health issue, it's self defense.
With effortless riches existing concomittant to starvation, there is no ethical way to deny the starving food.
That specifically the supermarkets or things easily reachable are stolen from, that's a society issue about specialization and inequality.

Ofc, if the stealing is not to ward off starvation, a deeper look is necessary.
