Arresting him would be considered an act of war, & it would fracture NATO (US would exit after extracting Bibi out via military force).
He technically has diplomatic immunity when traveling abroad, so ICC warrants would not be enforced.
There is already precedence for this in the past, where ICC member states refused to arrest heads of government.
