AGPLv3-or-later and the LGPLv3-or-later (or LGPLv2.1-or-later) are indeed compatible.
The Lesser GPL is the ordinary GPL plus a few exceptions, thus you can choose to upgrade from Lesser to ordinary.
You can upgrade LGPLv3+ to GPLv3+, which is AGPLv3+ compatible.
You can also upgrade LGPLv2.1+ to LGPLv3+ and then do as above.
While LGPLv2.1-only and AGPLv3+ are not compatible, that's really the fault of the developer(s) who licensed -only and not the AGPLv3 and really you should try to convince those developers to relicense to -or-later and remove their project from the dead-end they've placed it into.
