The EUPL is not compatible with the GPLv3-or-later. But technically speaking you can relicense the EUPL to the GPLv3-or-later through a loophole using the CeCILL license (EUPL compatible, which in turn is compatible with the GPLv3-or-later).
Frankly the EUPL has too many compatible licenses to provide any sort of copyleft at all.
The EUPL is also compatible with many much weaker licenses such as the LGPL, EPL, MPL, etc. making the strong-ish copyleft of the initial license pointless.
