People get into power mostly through making low level blackmail deals that get progressively harsher as they climb higher, to the point where if you want to push back against anything you'll be burnt. Matt Gaetz is a very recent example of that. I don't believe he was going to do anything speculator and clean house, but just the vague threat of him challenging status quo meant his past appetites come back to haunt him.
