From memory, a harasser would send a message to the person he wished to harass in "follower only" mode the harasser being followed by people motivated by the same hatred, his "followers" could then continue the harassment without it being seen by anyone other than the harassed person and his harassers
This is notably a mechanism used by racist white people to harass black people
