Blort™ 🐀Ⓥ🥋☣️Livestreaming absolutely exists. Chat isn't built in to Peertube, and sounds like it won't be, however Peertube does have plugins and there are a couple of quite featureful chat plugins that can be installed to run alongside livestreams.
I'd suggest checking out some of @vencabot@tube.vencabot.com 's livestreams (announced on masto at @vencabot@mastodon.online ). Fun, a super nice guy and a good platform to give chats+livestreaming a look.
