@steeznson in our city once a psycho cot off a head to a man under windows of a huge appartments with many witness, then he took the head in hands and walked with it through the city streets, about 5 km or so. then he got rid of it, throwing it into the river. nobody stopped him, nobody asked why the heck he's bringing a cut off human head, blood on his clothes, etc. no police patrol, nobody. he passed by 5 police stations and no problem.
that was weird.
