My memory is that conscription is generally related to specific circumstances and fields. Military, doctors, lawyer come to mind off hand.

But when it comes to other industries, the government can force the business to make products and retool — Ford... you're gonna make Tank treads for the next four years — but they have to be properly compensated and I don't believe that the employees can be forced to work.
