    I’m not sure how SF city code works, but why did this have to be a *state bill*? The problem seems localized to SF (and a specific BART station within SF). I can see why the state assembly would be reluctant to pass a bill that regulated street vending across the entire state, but was really made to address the problem that exists only within SF.
