The way to do that is to create a separate division (with zero actual powers) in the same organization. Assign all troublemakers to that division and staff the "real one" with your guys. Then relocate the "troublemaker division" to the far northern corner of Alaska. Remote work not allowed. Wait for them to quit on their own.
