Embed Notice

@amiserabilist @BruceMirken @mloxton there's 2 different moderation options for admins:

Limit: Forces the users post to not appear on public timelines with the option to not accept their media (pics and videos) along with putting a notice on their profile when you click on it.
In the newest Mastodon beta, this option also hides notifications from the user behind a new "filtered notifications" tag.

Suspend: Whether done to a local user or a remote user, this is is the ban option which stops the user from being findable at all and basically removed them from the instance, severing follow relationships. After 30 days, the users data will be automatically wiped from the instance.
