@pgcd did you read the thread that I linked a post from? Someone offered to donate $10k towards funding safety features faster and offered to raise even more, to allow for just such a system as you just mentioned. Also, in the original thread, Ro was talking about how many folks have offered to do the work for free AKA volunteer their time to make it happen.

What was the response? Go back and read it because, to be honest, it's weird that you're making suggestions for things that were just talked about in the linked thread as if they've never occurred to us before. Hence why I keep questioning that you understand what's actually going on or the true nature of the problem.

If I seem frustrated, it's frustrating that I am talking about these extremely damaging problems while an endless stream of supposedly well-meaning white folks such as yourself come in one at a time to say we could be doing this in a more efficient way or going about it differently and then make suggestions for things we've already tried, that proves to me that NOT ONLY are they unaware of how much we've already done/tried, they also aren't actually fully reading the posts they are responding to! So many people just assume we defaulted to a hard fork first! We didn't! We tried to work with them for years! It's just not an urgent problem for them like it is for us. So we're making do like we always have to.
