Several previous regimes declared it officially forbidden, and it continued. According to Wikipedia, the new regime has declared it officially forbidden, so it has definitely been stopped, right? Some people running a government in Kabul can tell some warlords in the mountains what to do. I mean, that wasn't the entire problem with the US occupation, right? Like, they have infrastructure so the mountains were governable, right? Extremely civilized? Not just a bunch of dudes with AKs and M-16s and camels, right? Like, they respect the law more than they like pederasty?
