Well if it's stolen no. You should be able to burn your own flag. If you steal someone else's flag and burn it, it should be theft and destruction, but there should be no "hate crime" amplification.

As far as doing donuts, that's probably already covering by existing traffic code. I doubt there'd be code specifically for leaving tire marks (intentionally or unintentionally) but if so .. the charges should be limited to the traffic violations and nothing else.

Going beyond that in either instance is a political prosecution and law-fare. It's been done for decades in this country, so it's nothing new. But it still needs to stop.
