@Aether @wizardmanperson I can read government/corporatese and basically what it said was "I don't have the equipment on hand to read the tape and I don't have (and will not make the effort to acquire) the authorization or funds to mail this tape to a facility that can to fulfill your request. I have attached a xerox of the outside of the tape."
